PDVSA claimed the breach was limited to administrative systems, maintaining operational continuity through secure protocols. However, internal memos and sources indicated network disconnections and shutdowns, with crude terminal systems offline. The incident occurred amid escalating tensions between Venezuela and the United States, following a U.S. seizure of Venezuelan crude. PDVSA accused the United States and domestic conspirators of orchestrating the attack to undermine national stability and seize Venezuelan oil.
